An attempt for rescript internationalization

There seems to be a lot of interest in getting ReScript to support i18n, and I’ve made some initial attempts at this point. Does anyone have any suggestions? ^v^

Hey! I made a comment on your Pull Request, but I also wanted to give an update on the latest discussions of adding translations to the website.

A while ago @jiaek and the Greenlabs folks reached out to me to talk about adding Korean translations to the website, since they have been maintaining the Korean fork of rescript-lang.org for a while.
